COWRA SHIRE COUNCIL Billimari drought security pipeline

Cowra Shire Council has received funding to construct permanent water supply in Jumbuck Lane near Billimari in New South Wales and transfer water to Cowra River High Level Pump Station to provide an alternative water supply in case of future drought. The project was broken into 4 separate tenders consisting of 1-Pump Station and reservoir, 2-Bore Pumps and associated pipeline and Electrical, 3-Rural Pipeline 23km x 375mm PVC Pipeline from Billimari to Cowra city limits and finally 4-A Urban pipeline 3 km x 375mm PVC Pipeline and two major rail crossings. The project was undertaken through funding made available through NSW Water Security for regions program.

The Works under the project is for the construction of 26km x 375mm PVC pipeline from Billimari to Cowra. The Works include 2 sections a 23km Rural pipeline section and 3km Urban pipeline section. The works included but are not limited to:

• Construction of a 26km x 375mm PVC Class 20 and 18 pipeline
• Connection of the pumping station to the proposed new 375mm water main.
• Open trench excavation, backfilling and compaction of 26km of 375mm PVC Watermain
• Under boring of Inland Rail crossings as required by UGL (Major delays in these sections).
• Council supplied all PVC Mainline and fittings for the project. (TI coordinated delivery and unloading)
• All plant, equipment and labour required for construction supplied by TI
• Testing and commissioning of the works to ensure successful completion in accordance with the requirements of the Contract.

Section 1 23km x 375mm PVC Rural Pipeline

• Excavation, backfilling and compaction of 375mm PVC Pipeline.
• Sand bedding and laying of 375mm Class 18 PVC Mainline.
• All road crossing and changes of direction as required
• Supply and Install 23 x 160mm Air Valves ,surrounds and all required fittings
• Supply and install 12 x 160mm Scour valves, surrounds and all required fittings
• Supply and install 10 x 375mm Isolation Valves and all required fittings.
• Testing and Commissioning and implementation of Work Executed Drawings

Section 2 3km x 375mm PVC Urban Pipeline

• Excavation, backfilling and compaction of 375mm PVC Pipeline.
• Sand bedding and laying of 375mm Class 20 PVC Mainline.
• All road crossing and changes of direction as required.
• Letter box drops to inform all resident of pipework construction in the area.
• Supply and Install 4 x 160mm Air Valves ,surrounds and all required fittings
• Supply and install 4 x 160mm Scour valves, surrounds and all required fittings
• Supply and install 6 x 375mm Isolation Valves and all required fittings.
• 2 major rail under bores as required by UGL (major delays in this section with UGL)
• Major pipeline and fittings connection at Council high lift pump station.
• Testing and Commissioning and implementation of Work Executed Drawings

• Infield modifications to adapt to council requirements.
• Weekly wet weather compounded construction from the start of the project
• Ongoing discussions with council to improve the water supply system.
• No underground service strikes for the duration of the project
• Major delays in Rail under bores in receiving approval form UGL approximately 18mths
• All subcontractors on the project were local to the region
